Kite Festival?

I was told that there will be a kite festival in Buriram after the rice harvest but I don't have any details. I have noticed guys selling kites along the roadside.
Anybody have a clue about this please?

January and February are the months in Thailand for kite festivals. Between now and then road  side stalls selling kites can be Thailand.
