Just to give you an update if you need to get a stamp on document from the ministry of foreign affairs (Consul) at Chaeng Wattana road,Bangkok.

Its true the street is flooded however you can reach to the office by Army/Official trucks at 'Makro' Chaeng Wattana road, on that spot the road is not flooded and all people are waiting there, easy to do so don't worry if you need to do it urgently.

Also, another point to mention, there are boat services not far from 'Makro' point (Under the bridge) where you can take a boat until the Ministry Of Foreign Affairs building (Or Immigration office there if you need). Cost: 100 Baht.

*If you take the truck service take into account you will have to get off in the middle of the highway with knee level of flooding water, it is doable but you are risking your valuables and documents!
