How to Register your Car / Motorcycle?
« on: December 24, 2008, 07:48:31 PM »
How to register your motorcycle with the department of transport in Thailand in your name

First of all you will need a non-B or a non-O visa in your passport. Then you will need to go to your embassy and get a letter of proof of where you live, Embassy's will vary in price from about 1,500BHT to 2,000BHT a letter. If you have a work permit you may not need a letter from your embassy. If you are on the move a lot then you may want to put the address of your company on to your green book.Fees for changing your name to a book is 350BHT, the transfer fee is 100BHT, and then there is an extra fee of 5BHT which in total comes to 455BHT.Changing your number plate will cost you 100BHT.If you have a motorcycle and you want to change the color of it or it has been changed but not yet in the green book then that is an extra charge of 15BHT.

Tax and insurance

To tax and insure your motorcycle you will need the green book in your name, or your Thai wife's or Thai partners name,or a person that is Thai. Tax is 100BHT for one year for all motorcycles. Motorcycle insurance depending on the size (cc) starts at about 350BHT for a small bike and up to 1000BHT for a big bike, this is only at a transport department's office, this is a government insurance policy not a private policy, private policy's will probably charge you more for the same thing. Insurance in Thailand will not be the same as in your home country. Make sure you get the full details of a policy before paying for one,you may not be covered for everything you want.

Documents for motorcycles in Thailand

Documents for motorcycles in Thailand. If a motorcycle does not have it's green book and plate (documentation) that is because it has been shipped in from a diffent country, it does not mean that it has been stolen. The motorcycle should have an invoice with it so you can get the correct documents. If it does not have the invoice don't buy it. Prices for documentation start from around 55,000Bht for 400cc motorcycles and up to 85,000Bht-100,000Bht for a 1600cc motorcycle.Prices go on make model and size(cc). Motorcycle made in Japan are cheaper than motorcycles made in America or Europe. If your bike is a Harley the cost of a book and plate is around 85,000Bht-100,000Bht and the same goes for BMW's, but if you have a Yamaha R1,GXS 1000cc,or any Japanese bike that is 1000cc it would cost less, around 70,000Bht-80,000Bht.

*If there are any mistakes or corrections need to be made let me know.

Paperwork:

To register a car in your own name you'll need the following:

Passport:
Copies of the photograph page and current visa page of your passport, a car can registered with any visa, tourist, non-immigrant "O" "B" or retirement visa. (all copies must be signed)

Work Permit:
Copies of every page of your work permit (all copies must be signed).
For those without a work permit read below.

Embassy Letter:
For people without a work permit you'll need to visit your embassy and get a notary document confirming your name and address in Thailand. Typically these documents cost around 1,500 Baht and are easy to obtain, just explain to your embassy that you are purchasing a car and need the notary document for registration purposes. The immigration department can also issue a similar document.

To register a car in your Thai Husband's/Wife's name:
Need copies of his/her ID card and a copy of his/her house registration document "Tabian Baan".

To Register a car in a company name:
A copy of the company registration papers, copies of the identification card, and house registration papers of the owner/owners of the company if the owner/s is Thai, or copies of the work permit/s and passport/s if the owner/s of the company is foreign.

Title Document (Lem Tabian):

Every used car comes with a blue registration book (left) this book contains information on the amount of owners a vehicle has had, and also shows if all taxes have been paid on the vehicle. Click here for an inside view.

If a car is under any form of financing then the finance company will keep the "blue book" until all monies have been paid, if a seller of a car can't produce the blue book, buyer beware.

If you finance a car the finance company will in turn hold the title document until you have paid back in full all monies borrowed to purchase the car, it is then usually the finace companies responsibility to transfer the title of the car into your name.

Windscreen Stickers (Tax and Government Insurance):

All cars must display two stickers on the windscreen, the first is the annual compulsory government insurance sticker (top), this is the minimum requirement insurance and covers basic medical expenses for injured parties, the government insurance sticker is approximately 900 Baht per year.

The other sticker is your annual tax sticker (bottom). The price of your annual tax is based on engine size, but is usually no more than 2,000 Baht for an average 1.6L-2.2L car, 3.0L-4.0L engines can be higher at around 5-6,000 Baht per year. All cars we sell come with valid tax and government insurance stickers usually for at least 6 months.

The local police will be looking out for these stickers at expressway toll booths and stops on the highways of Thailand so keep them up to date to avoid possible fines.

Cars with red plates:

Brand new vehicles come with red registration plates issued by the main dealer where the car came from.
A red plate is temporary until the car has been registered into your name.
This process can take from 2 weeks to 3 months (or more), depending on the source of the car.
Once the car has been registered you will receive white permanent plates, your annual tax sticker, and the blue title document in your name.

Good luck  sawadi

Car/Motorbike/Vehicle Road worthiness in Thailand

All cars over seven years old and motorbikes over five must undergo regular inspection by official test centres. This inspection (like the MOT) is to ensure the car is legal and roadworthy with safe emissions. Find out where and how to get a car tested.
Cars older than seven years and motorbikes older than five years need to undergo a safety inspection every year and be issued with a document called a TorRorOr that certifies the vehicle is roadworthy. No reminder is issued but without the TorRorOr it is not possible to get the annual tax sticker once the car is over seven years old.

Note:
All cars must display a tax sticker on the windscreen as proof that car tax has been paid. The ticket has an expiry date. Car tax is paid annually at the local DLT office.

Testing
The local Department of Land Transport Office (DLT) does not issue the TorRorOr but there are many private companies around Thailand that are authorised to perform this service. These companies can be identified by a logo of a yellow gear on a blue circle.

The test includes an emissions test, engine check and general overall roadworthiness test.
For example the following will be tested:

Lights
Indicators
Steering
Tyres
Bodywork

Vehicles will also be checked to ensure that the chassis number, engine numbers and colour are identical to those in the Registration Book (Blue Book, Lem Tabian).

Car owners should take their Blue Book, and motorbike owners their registration book (Green Book) to the test.

Passing the test
Once the car has successfully passed the roadworthiness test the certificate (TorRorOr) will be issued. This allows the owner to obtain their annual tax sticker. The TorRorOr is handed over to the DLT when getting the tax sticker.

The annual tax rates are calculated depending on type and age of car as well as the engine size. For vehicles up to five years old the price is fixed depending on the engine size and type of car. After five years the tax will reduce by 10 percent every year up to a maximum of 50 percent.

Failing the test
If the vehicle fails the test, the owner must make repairs until the test is satisfied.

The DLT will not issue a tax sticker for a vehicle over seven years old if it does not have a TorRorOr certificate.
It is illegal in Thailand to drive a vehicle without an up-to-date tax sticker, and anyone found driving without one is liable to a fine.
Late tax payments will be fined one percent of the fee every month.

Department of Land Transportation Buriram, Thailand:

Change Title Document (Lem Tabian) / Change Car Plate (Tabian Rot) / Change Ownership / Yearly Tax ("PASI"):

Every used car comes with a blue registration book this book contains information on the amount of owners a vehicle has had, and also shows if all taxes have been paid on the vehicle.

Bike have Green registration book.

In case of Change Title Document (Lem Tabian) / Change Car Plate (Tabian Rot) / Change Ownership / Yearly Tax ("PASI"):

Need to go WITH THE MOTORBIKE / VEHICLE to the Inspection area to check the car and pass the safety test inthere.

If there are any faults with the safety of the car/motorbike, you'll not pass the test and will have to fix what they require and do the text again.

If the Car / Motorbike is older than 5 years YOU CAN'T continue/renew the tax (The Sticker on the windshield of your car) without passing this test and get a paper approve it.  nono

I now live in the province of Buriram and want to change my car registration from my name to my wife's. The car was first registered in Chonburi province. Can I get the changes made in the Land Transport Office in Buriram or do I need to do this in Chonburi. What is the procedure/cost to do this?

Technically you should be able to get this done at the Buriram transport office Pormax. They should be able sign the vehicle out of Chon Buri and into Buriram via internet. I said should!!!! It has been my experience to find Buriram transport office very difficult in this process when dealing with motorcycles. They insisted on the vehicles being signed out of the province where they were registered, manually stop1 Of corse they do have self employed agents or runners that will do this for fee  moneysmile.
Not sure if they have improved since the new investment in buildings etc or if they are the same with cars. Best thing is to go along and ask...Best of luck. bike038

So you need a visa O or B for a bike or any visa for car?

That doesn't make sense a tourist is more likely to buy a bike then a car...

Thai people require an ID card plus a copy of their house registration paper to register a vehicle in their own name. Foreigners need the “same” – confirmation of ID and local address. This means a copy of your passport and a letter from your local immigration office or consul confirming your Thailand address. To get this, you should have a 3-month non-immigrant visa, suggesting that you live in Thailand. However this rule is not enforced all the time and some people on tourist visas do get bikes registered, provided they have some confirmation of Thai address. Note too, that the originals must be presented at the vehicle licensing office, not photocopies.

YES.

Take all the documentation to the Information desk at the DLT and they will point you in the right direction.

Is your insurance due at the same time?

If so, go to your insurer and let them do the process for you for a small fee (50Baht)

I assume you mean the yearly taxation. It depends on how old the vehicle is(over 6 years) as to whether or not you need to take the vehicle to a test centre........No matter how old the vehicle is you will have to have the government insurance..........Like Somnat said go to a local test centre ...just take the registration book & let them do the lot.
