We are having a fountain built and discussed tile with the builder, the TW and builder said blue is the best color. I said that even with white the water can be blue. I got a lot of flack on that one.
Went to see Pachi today about getting tile, and made the same comment, everyone thought I was crazy (more than normal).
I had a pool in the US, it was white fiberglass, and the water when clean was blue.
From Wiki: Clean water appears blue in white-tiled swimming pools as well as in indoor pools where there is no blue sky to be reflected. The deeper the pool, the bluer the water
https://en.wikipedia.org/wiki/Color_of_water
However, with only a foot or so of water in the fountain, the blue would not be noticable, so I agreed to color tile.
Just thought I would provide that info as no one has agreed with me yet.

If you want white tile but blue tinted water (assuming your self circulating) could you not just tint the water with a dye.

Grey painted bottom makes for deeper blue color water, so I am told, but that is with a pool, not a small fountain.
