Had a friend who was involved in car accident at the weekend he told me someone ran in the back of him whilst waiting at traffic lights,he has been told it is his fault and person who ran in the back of him says his insurance should pay for his car,but the thai man has no licence or insurance please can anyone explain.

It is usually very simple:
The person who hit behind didn't keep enough distance therefore hit the car in front of him.
Conclusion: Its his fault.
Car Insurance:
Where was the agent/representative of your friend's car insurance?
Didn't he call them at the time of the incident? If he didn't. That's his first mistake!
I hope he didn't sign anything there.
The hitting car had no insurance? Do you mean he had only Compulsory insurance ('Porabo') or even this he didn't have?
Anyway, you are saying the guy don't have a driving licence at all so that makes him again in the wrong side! loco
Tell your friend to advice with his Insurance, maybe he will need to fill report in the police station.

I had a similar problem with a baht bus in Pattaya many years ago. Ran into the back of me. Only damaged the bumper
We spoke, and his view was that as it was only a bumper damaged -no problem as that is what they are for,
However I wrote down his number and said I would report to the Police unless he paid. Both he and the lady sitting alongside claimed to have no money. Nevertheless he led me to a garage repair workshop. They would repair the damaged bumper for 700bt. Did i want it repainted? yes of course -more arguements followed with more threats of involving the Police.
Eventually the lady with the driver pulled out a wad of notes from her pocket (must have been 30,000bt+) and paid the garage for the work they were to do.
It is necessary to persevere, with polite threats if necessary, and speaking a little Thai helps enormously.

It seems everones experience is different but my friend seems to think that the attitude was u are farang your fault and if you where not here then accident would not have happened.
