The advisory is in effect for Thailand from 17 October 2010

During 17-18 October, the active low cell over lower northeastern and eastern Thailand moves across the Central, East and Northeast. Torrential rain with heavy falls are likely much of upper Thailand. People along hill slope near waterways and in lowland are warned of severe weather and possible flash flood. The disaster areas include the lower Northeast, Central and East.

The strong wind-wave remains in the Andaman Sea and the Gulf of Thailand. All ships proceed with caution during this period.

During 18-20 October, the ridge of high pressure from China will extend to northern and northeastern Thailand and bring cooler weather by 1-2 C drops.

Korat hit by worst flood in decades

Nakhon Ratchasima has been hit with its "worst flood in 50 years", forcing the provincial governor to declare Muang, Sung Noen, Pak Chong and a dozen other districts disaster zones.

After two days of continuous downpours, several sections of Mitraparp Highway in Pak Chong and Sung Noen districts were a metre underwater yesterday with small vehicles unable to get through. This caused severe traffic jams and forced motorists driving to Bangkok to use other routes.


Some 2,000 villagers were evacuated from Pak Chong district to higher ground after water runoff from Khao Yai National Park began to hit their homes late on Friday.

In Sung Noen, residents in 20 villages in Tambon Sung Noen, Sema and Na Khlang saw their homes and 20,000 rai of farmland hit by a metre-deep flood. Elderly residents said it was the worst flood in 50 years. Many areas of the city were under 50cm-1m of floodwater, prompting officials to evacuate residents and hand out food and drinking water.

In Pak Thong Chai, water overflowed from the Lam Phra Phloeng Dam and flooded homes as well as more than 4,000 rai of farmland.

Officials from the Fine Arts Department rushed to drain water from around Phimai Historical Park, where over 3,000 rai of farmland was under water, as they feared the flood would ruin the site if it remained too long.

In Prachin Buri's Na Dee district, runoff from Khao Yai left people's homes 1.5m underwater. The rain was so heavy Thab Lan villagers set up rope along the road to guide a flat bottom boat, provided by local authorities as a temporary means of transport. But torrent later swept the boat away, forcing villagers to wade through while holding on the rope.

In Sa Kaew's Aranyaprathet district, the Rong Kleu Border Market was underwater for a second day, forcing some 2,000 shops to close. Sa Kaew Governor Sanit Naksuksri banned cars from entering the market for fear they would damage goods there.

A secondhand clothes vendor Mian Phi, 32, said that 30 per cent of the jackets she wanted to sell were damaged by rain and water.

Residents in Aranyaprathet's Tambon Tha Kham and Pa Rai, plus others in Khok Sung district's Tambon Non Mak Mun were reportedly marooned by water 1m to 1.5m deep.

In Lop Buri's Muang district, forest runoff and overflows from the Sub Lek Reservoir yesterday hit people's homes and farmlands in three areas - Tambon Nikhom Sang Ton Eng, Tha Sala and Kok Ko. Officials were forced to cut power to prevent short circuits.

In Kanchanaburi's Makham Tia district, Princess Ubolratana provided 500 relief bags that were handed to flood victims in Tambon Nong Phai by Colonel Phimsen Kajornprasart under the Miracle of Life Foundation's "One heart to help disaster victims" programme. Some 1,018 families in six local villages were hit by flooding.

Meteorological officials warned yesterday that heavy rain and flooding would continue till tomorrow, especially in the lower North, the Northeast, Central and Eastern regions. From Monday till Wednesday, a ridge of high pressure from China will cover the North and Northeast, causing cool weather and temperatures to drop by 1-2C. Sailors were advised to proceed with caution due to strong wind and waves in the Gulf and Andaman Sea.

PM orders officers to tackle problems caused by floods
 
BANGKOK, 17 October 2010 (NNT) - Prime Minister Abhisit Vejjajiva has ordered related agencies officers to tackle flood problems caused by heavy rain in a number of provinces; he has also advised people to closely follow the weather forecast.

According to Prime Minister Abhisit Vejjajiv in his weekly talk show, rain and flood have reportedly ravaged several areas, especially those in the Northeast, causing heavy property and financial damage as well as hardship for millions of people. The Premier has asked those living in the rain-and-flood-affected regions to be always on alert and closely follow the daily weather forecast.

As many provinces have been severely affected by flood, especially Nakorn Rachasima which has seen the worst flood in fifty years, authorities have called for all sectors to join hands assisting flood victims. Makeshift shelters have been put up; food and water provided for them. Motorists have been advised to take alternate routes and to avoid the Mitrapap Road, part of which has been submerged under a meter deep of water since yesterday, in light of heavy rain in the past forty-eight hours.

I was driving yesterday on these roads, road 24 Nang rong-Chok chai road, connect to highway 2, Mittraphap road, took some videos, will upload ALL later on.

All I can say is that there were few accidents on the way, the roads were flooded and it made the driving much longer than usual.
All the roads had holes and water splitted under the tires made it very dangerous to drive.

I returned yesterday morning from Suvarnabhumi. and it had been suggested that using the main Bangkok-Khorat road, then turning onto the 24 would be far quicker than going via Sa Kaow and Non Din Daeng Fortunately I took the "slower"  quieter and more picturesque route. The only flooding I came across was in Nang Rong itself, by Hotel California.. Did however return home to find my garden turned into a swimming pool!

Nakhon Ratchasima has declared 15 of its 20 districts disaster zones as flooding continues to wreak havoc on homes, farms and public services

Flash floods caused by heavy rain swept a handful of provinces at the weekend, including Nakhon Ratchasima, Lop Buri, Nakhon Nayok, Chaiyaphum, Nakhon Sawan and Phetchabun.

The floods have brought train services to a halt and forced factories to close and residents to evacuate their homes.

In Nakhon Ratchasima, flooding is the worst in 50 years. Governor Rapee Pongbuppakit yesterday declared 15 districts disaster zones.

More than 100,000 residents were affected as floodwaters in most areas rose to more than one metre yesterday. More than 20,000 rai (3,200 hectares) of farmland have been inundated.

Pornsut Thongsard, of the State Railway of Thailand, said flash floods yesterday forced train services to a halt at three spots in Nakhon Ratchasima, one location in Chaiyaphum and one in Nakhon Sawan.

More than 1,000 police were deployed to help motorists along Mittraphap Highway covering a wide stretch of the road from Nakhon Ratchasima's Muang to Pak Chong districts.

In Pak Thong Chai district, more than 100 households in Muang Pak municipal area were isolated as severe flooding cut access roads and hampered efforts to evacuate residents.

In Sung Noen district, floods stranded hundreds of workers inside their workplaces for more than 10 hours.

Tiring of the wait, hundreds of staff from four factories in the Navanakorn Industrial Estate late yesterday waded through floodwaters up to 1.3 metres deep from their factories to the estate's entrance.

Most factories at the industrial estate were closed temporarily.

In Lop Buri, three tambons in Muang district - Nikhom, Tasala and Kokko - and several areas in Chai Badan district were flooded after water levels in the Sub Lek and Sub Takien reservoirs overflowed the watergates.

In Nakhon Nayok, flash floods from the hills inundated more than 10 villages.

Many roads were cut off and villagers moved their belongings to higher ground to prevent damage.

Thailand rescues nearly 100 elephants from floods

BANGKOK (AP) — Thailand evacuated dozens of elephants from a popular tourist attraction Monday after they were threatened by floods that submerged homes and paralyzed transportation in parts of the country.

The rescue operation in Ayutthaya province, north of the capital, had 92 of the endangered beasts moved from a site known as Elephant Village, said manager Ittiporn Kaolamai.

He said five baby elephants and their mothers would be taken to an elevated part of the village but the rest would be marched 1.8 miles (3 kilometers) away to a different, drier location.

Thailand has several tourist attractions where visitors can feed and ride elephants, which are also used as beasts of burden in some rural areas.

Weekend downpours across central and northeastern Thailand had tapered off in certain areas by Monday but left a dozen provinces submerged under more than 3 feet (1 meter) of water and damaged 10 highways, officials said.

The State Railway of Thailand halted service on all lines that serve the North and Northeast on Sunday night because of flooded train tracks. Service was partly resumed Monday morning.

sorry to hear it, when I drove pass road 24, there was a Honda city slipped in between the roads floating, the guy was standing outside of the car waiting for rescue car.. helpsos bigcry

Today Buriram Chinese temple donation organization has been driving their rescue car and announced they are collecting money for people in need where the flooding destroyed houses, Maharat hospital in Nakhon Ratchasima has been flooded also and some people are not feeling well as result of the transfer from the hospital under the rain condition and low supply of their needs.

Here are some more pictures of the flooding occurred on the 16th October 2010 (just few days ago), the rain and flooding are yet to end and it is expected to effect Bangkok area as well as Ayudhaya and other neighboring provinces as the water go from north to south/center of Thailand.

Is there anybody with news about the Lam Plai Mat area? My wife and I are working overseas and concerned about the flooding. We have shops near the PTT station as you come into town from the Korat side and also our house in Kuksart village about 15 kms south just off the Lam Plai Mat to Nong Ki road.
Any info would be appreciated.

Korat's Maharat Hospital reopens today
Patients happy at news 2 weeks after flash flood


NAKHON RATCHASIMA : Maharat Hospital in Muang district will resume full operations today.

Hospital director Sawannee Tangwerapornpong said yesterday Maharat was ready to resume all services except surgery.

Dr Sawannee said surgery would begin again in two days after technicians repair the hospital's waste water treatment system, which was damaged two weeks ago by flash floods.

The hospital tested its readiness by providing some inpatient services yesterday.

Wipa Polman, 32, whose eight-year-old daughter suffers from leukaemia, was relieved that services were resuming.

"I have to take my daughter to the hospital every week but the doctor cancelled last week's appointment because of the flood," Ms Wipa said.

"I'm very glad to hear that the hospital has resumed its services. Postponed appointments are not good for my daughter."

Noi Pherkhontod, a 51-year-old cancer patient, said she received an SMS from the hospital informing her that her twice monthly treatments could resume.

"It is quite strange for me. It is not as crowded as usual," Ms Noi said.

"But the situation is still not very convenient. There is still flooding here and I had to take a military truck to get to the hospital."

A nurse at the hospital, Lorsri Tangsupachai, said flooding in the area had been the worst she had seen in 20 years.

The generosity and cooperation of several groups enabled the hospital to resume services earlier than expected, she said.

"We have never gone hungry because of people donating food and drinks to staff and patients every day. That defines 'Thainess' to me," she said.

Maharat is the province's largest hospital and typically treats 3,000 outpatients and 1,000 inpatients every day. Damage to the hospital caused by the floods is estimated at 200 million baht.

Dr Prapat Ukpanan, director of Psychiatric Nakhon Ratchasima Ratchanakharin Hospital, said he was concerned that some people receiving outpatient care would have gone without treatment.

"I am worried about the outpatients who are unable to visit the hospital, which might result in their condition worsening," he said.

He said he had received many phone calls from the families of some patients and his staff had tried to offer them suggestions on how to cope at home.

Meanwhile, executives at schools affected by the floods in the province expect to have to delay the beginning of the new academic term by at least a week.

Education Minister Chinnaworn Boonyakiat said 305 schools in the province were affected by the deluge, which caused over 300 million baht in damage.

"About 140 schools in the province are still submerged," Mr Chinnaworn said yesterday during a tour of flooded schools in the province.

Sinlapasit Thapthimthongchai, the director of Suranareewitthaya School in Muang district, said the facility would be unable to open next Monday as it was still submerged under one metre of water.

The school needed to wait until repairs were completed and flooding drained before reopening.

The director of Muang Nakhon Ratchasima School, Manop Jansoongnoen, said 47 of the school's 172 teachers were unable to travel to work because of flooding making some roads impassable.

The school, which offers kindergarten and primary education to about 3,000 students, has had to postpone the opening of its new semester as well.

Sukun Suwanthada, the director of Nakhon Ratchasima Vocational School, said the start of the new semester at his school would also have to be pushed back.

Stagnant floodwater in northeastern provinces have begun receding with a few hospitals able to fully resume services.

Meanwhile, the flood situation in the Chao Phraya River basin remains worrisome.

As the Chao Phraya River tide continues to rise, ancient heritage sites and other important tourist destinations in Uthai Thani province have been inundated by the overflowing river.

The popular Uposatharam Temple has been swamped with more than one meter of floodwater.

Water levels are expected to continue to rise.

Locals in Phitsanulok's Phrompiram district continue to reel under week old stagnant floodwater which has begun to emit foul odors.

Flood draining efforts have been met with difficulty due to the basin-like geography of the area.

In Lopburi province, floodwater has receded by five centimeters as floodgates in the area have been closed.

At Ayutthaya's Pasak Chonlasit Dam, the water discharge rate has dropped from yesterday's 1,100 cubic meters per second to 900 cubic meters per second.

This development has stabilized the flooding situation in Tha Rua district.

However, a high sea tide has caused floodwater to rise by one to two centimeters.

Nonthaburi Governor Wichian Phuttiwinyu disclosed that communities along the Chao Phraya River banks have been affected by rising water level.

He added that although certain routes have been slightly inundated, roads are still useable, even to smaller vehicles.

However, he feared that further downpours will further inundate the area.

In Pathum Thani, an all-night downpour has prompted the Irrigation Department to install water pumps in an effort to drain floodwater.

Officials reported that water levels in the Chao Phraya are likely to rise due to a high sea tide.

Meanwhile, the flooding situation in Nakhon Ratchasima has improved as the water level has begun receding.

However, certain areas are still seeing high water levels, particularly in outer districts.

The province's Maharat Hospital has fully resumed its services, but stagnant floodwater still swamps certain parts of the building.


In Buri Ram province, floods have damaged a total of 400,000 rai of farmland in various districts, including Putthaisong, Kumuang, Kaendong, and Sateuk districts, as the Mul River continued to overflow.  

As for Ubon Ratchathani province, the water level of the Mul River has stabilized, but inflow of flood currents from Nakhon Ratchasima province and the Chi River will raise the Mul water level by one meter.

Translation from Thairath Internet newspaper:

It has been reported today that in Buriram, 400,000 rai of farmland has flooded in 19 districts after the Mun river overflowed.

Particularly affected were the Phutaisong, Sateuk, Khumeuang and Khaendong districts which are directly adjacent to the river.

Lamplaimat and Nang Rong were also badly affected.

Hi Bums

Well had a taxi from Bangkok airport to Satuk yesterday ::: only sign of flooding we encountered was at Phi Mai but this was easily bypassed.

As for Satuk the Mun river is a bit higher than usual and flowing quickly, but I have seen no signs of flooding in the area of Satuk town, out in the boonies could be another story.

Run-off from heavily flooded northeastern provinces is heading towards the Mekong River which borders Ubon Ratchathani, causing havoc along the way.

As Ubon Ratchathani prepares to deal with the approaching deluge, parts of Maha Sarakham and Surin along the Chi and Mun rivers have begun to suffer from the overflow.

These two main rivers of the Northeast meet the Mekong in Khong Chiam district of Ubon Ratchathani.

Water released from the Ubolratana Dam in Khon Kaen as well as that flowing from Chaiyaphum has caused flooding in areas along the Chi River in Maha Sarakham where more than 24,000 rai of farmland has been inundated.

In Surin, where 14 districts have been hit by flooding, the overflow from the Mun River has aggravated the situation in at least three of the affected districts.

The water level in low-lying areas by the river banks was 1.2 metres yesterday.

The provincial disaster prevention and mitigation office warned the floods in three districts - Tha Tum, Chumphon Buri and Rattanaburi - would become more critical in the next day or two.

Ubon Ratchathani governor Surapol Saiphan said at least 2,400 people living in Muang and Warin Chamrap districts had been evacuated from their homes due to overflow from the Mun River.

The water in the Chi River in the province was expected to break its banks in five to six days, he said.

The provincial administration was diverting as much water as possible from the Chi and Mun rivers to areas designated for water retention.

If run-off from Nakhon Ratchasima reached Ubon Ratchathani on Friday or Saturday and another deluge from the Chi River arrived on Tuesday or Wednesday, floods there could get far worse, the Royal Irrigation Department said.In the Central Plains region, the flooding in Lop Buri remained critical yesterday. The flood waters in the province have been high for 10 days.

The floods in Uthai Thani's Muang district, which has been inundated for three days, surged by 30 to 50 centimetres on Tuesday night.

Korat mayor sees light at end of tunnel


NAKHON RATCHASIMA : The mayor of this northeastern province believes the flood-ravaged municipal area will be back to normal today if there is no more rainfall.

Only four communities remained submerged yesterday, Suravut Cherdchai said, with about 3,000 families being affected.

Mr Suravut said the municipal office had come up with a series of long-term measures to protect the city from future flooding.

It has earmarked more than one billion baht for the expansion of the "monkey's cheek" water retention areas which retain and slow down flood waters before they enter Nakhon Ratchasima city.

It is expected four monkey's cheek retention ponds, located in the south, east and west of the city, would be able to hold more than 13 million cubic metres of water.

Officials have completed expansion of the Thung Sri Thong monkey's cheek and have been working on improving the three sites to increase their capacity to retain water, Mr Suravut said.

The projects are not easy to implement as they involve land expropriation from villagers.

"I can't say that the city will be 100% safe from flooding. But at least the expanded monkey's cheeks will be able to minimise the damage," he said.

The municipality would also dredge sections of Lam Ta Khong River that have narrowed because of sediment. Water will quickly drain out of the city once the river has been dredged, he said.

Mr Suravut said cooperation and unity among Nakhon Ratchasima residents had helped this flood-devastated city to recover much faster than expected.

"There is no political colour here. Everybody has joined hands to recover our beloved city," the mayor said, referring to political conflicts between the red and yellow camps which have caused divisions in many communities.

Many government and private organisations had offered special services for Nakhon Ratchasima residents as they try to continue their daily lives, he said.

Floods kill 94 in Thailand

BANGKOK, October 29, 2010 (AFP) - The worst floods to hit parts of Thailand in decades have left at least 94 people dead, officials said Friday.

The Emergency Medical Institute of Thailand reported that 26 more people had been killed in the floods, which began on October 10.

The authorities estimate that several million people have been affected, with homes submerged and farmland or cattle destroyed, mostly in central and eastern areas. Bangkok has so far avoided major flooding.
