Yes, OR you can use income form (65000 THB per month) what you can get from your Embassy.

By the sound of the question, I suspect that the OP is talking about an under the table option.

I suspect this as we all know that you can only apply for an extension at the immigration office that has jurisdiction in the area were you live. They also cost the same everywhere.

Therefore the phrase "get a cheap retirement visa in issan area" seems strange.

I would imagine it would not be prudent to discuss such matters on an open forum.

If I am wrong, I hope the OP will post a little more info so that he can get some advice here.

@Starman.

You are right, but isn't it better to list all the options (illegal and legal ones) and let the OP decide for himself what to do.

Illegal options could come and haunt you in the Future so be careful with that.

Legal would be 800k THB in a bank account or 65.000 THB income every month or a combination of both (but amount would be still have to be around 800k THB)

There are internet laws about posting illegal activity.

Try and post something about under the table activities on somewhere like Thai Visa and see how long before the post is removed.
