Wife and me are going to Europe and high up the mountains there.

Does anyone know where we can buy real winter shoes (maybe even moon boots) for my wife?

Your best bet is probably one of the big shopping centres in Korat. I've seen ski jackets and the like in the Central and they now have the new Terminal 21 centre open.
Certainly the Terminal 21 in Bangkok stocks winter gear all year round. Korat may be different of course.

Well... I was I Korat this weekend (old dad needed doc).
Nothing close to warm shoes in terminal21 and The Mall.
But the doc knew where to go, so I got a pair of perfect winter boots for my wife. Used but clean and as good as new... 300baht. Hehe
And they had an enormous selection of shoes and clothes of all sorts, that I never saw before around here!
