It is my understanding that it is legal to offer sex for money in the USA. It is illegal to pay for it. Therefore only the client can be arrested.

Actually I think that's how it works in Sweden and maybe Norway. 

In the USA it's illegal to offer for pay or to pay for it, so they can arrest either if caught. Except, as noted above, for certain parts of Nevada where it is legal.

The state of Nevada is the only jurisdiction in the United States where prostitution is permitted. Strictly regulated brothels operate legally in isolated rural areas, away from the majority of Nevada's population. Prostitution is illegal in the following counties: Clark (which contains Las Vegas), Washoe (which contains Reno), Douglas, and Lincoln. Prostitution is also illegal in Nevada's capital, Carson City, an independent city. The rest of Nevada's counties are permitted by state law to license brothels, but only 8 counties have done so. As of August 2013, there are 19 brothels in Nevada.[1]

I was a 21 year old and just left a drinking party late one night, with my friend who was driving. 

He wanted to cruise by the P4P area in this city (U.S. not Nevada).  I pleaded with him not to, and to take me to my car instead.  But he insisted on doing a drive by to look at the hookers. 

He pulled up next to a car that had a lady in the drivers seat.  She rolled the window down and asked him if he was interested in a party.  He said "yes" and she asked him what kind of party, and how much money he wanted to spend.

He told her something like "$50 dollars for full service."  Seeing me then, she shouted out to me "what did he say?"  I leaned across and said "he said $50 dollars for full service."

Instantaneously, flashing police lights and squad cars converged on us!  It was a police "sting", and we were both arrested and taken to the police station.  My friend was charged with "soliciting a sex act for hire."  And I was charged with "aiding and abetting and offer of sex for hire."

They released us from the holding cell around daybreak, and we eventually got the charges dismissed.
