However the new link reports a certificate error following an attempt by immigration to "self certify" the site, without a certificate from one of the "big" certificate providers. There are a few posts on TV about this.

Well the link works, but you have to use IE 7, updated explorer versions are not supported.

I went to the market this morning at the same time as I did my 90 days. Nobody in there apart from two Cambodians, two Immigration officers inside and one outside helping the Cambodians. Done in two minutes and the girl came over to show me how to apply online of her own accord. Windows XP and a slow internet connection didn't help so we went outside where there is a large idiot proof poster explaining how to it (attachment)
She said: between 14 and 7 days before the date of report. Wait one - two days and check on the site (apparently if you have gmail as I do even this won't be necessary). Print it out. My first memories of this place are of an overcrowded, impatient waiting room. I can't believe this. I just wonder what the now out of work officers are up to.
Sorry about the quality, the poster was of low quality anyway.

Same situation when I went in to extent my Visa... As far as some of them being out of work I don't think so.. With their new policy of doing home visits on all Visa Extensions, that will give them something to do..

Are there any foreign Embassies in Bangkok that allow visitor/spouse visa applications in Thai?

Maybe the Thai authorities are thinking of adding a Thai language test as part of the visa/extension process.

The essential bits are in English, like 'go to' 'wait one to two days' etc. It's possible that this poster is also used by immigration officers for learning purposes.

It's because they (thai immigrations) are using a "self signed" certificate and that trips the warnings on most browsers..
Just click go to the site anyway..

FWIW: even the user guide you can download off the 90 day reporting website is all in thai too.. I was so miffed I called the company who wrote it and asked them about it. They said the contract they got from immigrations stated the language should be thai. They'd even called immigrations to check that the contract was correct, but were told to write the manual in thai NOT english. Thankfully they're enough pictures so you can get thru it without knowing thai.

Interestingly enough (or not) when I was at Chaengwattana a while back and it wasn't busy I asked the gurl behind the counter if I could see the information which comes up when she scanned the bar-code of my 90 day report slip. She was gracious enough to let me go back and see the screens.

It shows;
Name, DOB, age, sex, country, passport number (previous passports if any), last two exits/entries into the kingdom, type of extension of stay, when the extension expires, address (last previous address if any) and where you got your last extension of stay.
So they sure know what's what about you..
 
In other news, I've got about a 50% approval rating after trying over 50 passports in the last few months.. The two biggest reasons for the system not working which I got straight from the IT department at Immigrations are
IF you've changed passports inside the country without ever leaving
and
IF you haven't exited the country since 2013.

To me both of those reasons are b/s excuses.

I changed my passport a couple years ago and I haven't left the country since 2009. Still I'm able to go to any of the three 90 day reporting places here in Bangkok and have them scan the bar-code on my previous 90 day report and print my next 90 day paper..

IF they can do that, why can't the online system do it too? When I asked them if they used the current 90 day reporting data base to build the data base for the online system I was told no... <- I can't work that out. There I go looking for logic where none exists.

I tried again with a different browser and it said that there were safety violations (certificate mismatch).  When I clicked on ignore them it let me open the site.
