If you need to talk from Thailand to the US (or Canada) I recommend Magic Jack.

I have been using it since 2009 to talk to the states, costs about $40 (device and 1 year) and then about $20 a year, unlimited calling.
However, WOW. They added a smart phone app. I just got a new smart phone, added the app (no charge), logged into my account and I was up and running. So now I use my Thai Cell phone to call the USA, no extra change.
I understand you can add the app to your cell phone and for $10 they will issue you a US number if you don't have a existing account.

Just got my Magicjack Plus the other day and have everything up and running fine, including the android app for my tablet.. For your phone the app is free for the first year and then $10 per year after that... The main device, which can can either run through your computer or stand alone and hook directly to your modem, for me was free for 6 months and I plan on signing up for their 5 year plan, which is only $129.. Great connection and great deal...
