Maybe they should have made a trip to Savannakhet for their multiple entries where no financial proof needed at the moment.

Just checked the requirements from the UK.

Copies of marriage certificate and a copy of the wife's ID Card or Passport.

No mention of money.

I thought the 400,000 Baht that needed to be shown was for a non immigrant cat "O"to be extended into a marriage visa.

This is only for the Thai Embassy in KL not the UK. ALL  Thai Embassies operate independently and set their own rules. Up to now KL only required to see 100k bt. it could have been an ATM receipt. No more now they are wanting to see 400k bt.

or go to the Thai consulate in Savannakhet Lao and get an O multi based on marriage with out showing no funds.

Thai consulate in Savannakhet Lao

NON-IMMIGRANT 'O' VISA (for marriage)
Requirements are: Completed application form, 2x colour passport size (4x6cm) photos – per person, original marriage certificate, house certificate, Spouse Thai ID card, Thai bank book with proof of sufficient funds and visa application fee as below.
3 months = 2,000 THB (single entry)
1 year = 5,000 THB (multiple entry)

no money for funds to be shown at this time.

The rules albeit up to different immigraton officers interpretation clearly state that you must have 400000bht in a thai bank for a 3 month period before application.  The latest farce I went through at KC Imm was that although I had the required amount in the bank (with letter from bank) plus all required docs the Imm officer said I didnt have enough to support my wife.  In the end I went through an agent in Bangkok  Cost more but no hassle

You seem to be getting mixed up. The 400000baht requirement is for an extension of stay, which is obtained in Thailand. This thread is about obtaining a multi entry visa out side of the country. As far as neighbouring countries go, KL is the only Consulate that asks to see money in the bank.

What you received at KC immigration is most likely a Multi Re entry permit. There are no funds required for this as you are no applying for an extension. You are simply asking permission to leave the country without your extension of stay being invalidated.
