Need Hot Water Heater Installer

I picked up a hot water heater yesterday at Home Mart. They called an "engineer" to install it for me. The guy was supposed to call me yesterday to confirm an appointment set for this morning. He didn't call yesterday, nor did he show up this morning.

Can anyone recommend a good installer?

So....the guy who was supposed to come yesterday and install the water heater didn't show up. When I called him he said that he didn't show up because it was Sunday and he doesn't work on Sunday--even though he made the appointment for Sunday.

We agreed to meet today at 1:30. It's 2:00, so I called him. He said he is not coming because he is sick. ...seems it was too much for him to call me and tell me that he wasn't going to make it.

Please......does anyone know of a decent electrician in Buriram?

Thanks Art.....the other guys finally showed up today. They are here now. Anyone know how I can check to see if they ground the heater properly?

My contribution: I called my brother in law, who is a qualified Swiss electrician, and he found himself confronted with the same problem as you and me. He said he installed a circuit breaker  so that everything goes through it. It's what I have used for years as a professional gardener with electrical equipment (hedge shears and so on) and we never had the slightest sensation of getting a shock despite some halfwits regularly cutting through the cable more often in a month than I in a lifetime...  seems to be the easiest solution, I am going for it myself. 
I saw earthing rods in a store in Lamplaimatt but the guy selling it seemed mystified about what they were for, but there must be someone around that knows how to do it, otherwise they wouldn't sell it right? They can't do business, 20 Kilometres is too far for an installer, a Farang would happily pay travel expenses, no? Think about the wild frontier, that' where we are for the time being.

Yes, sorry,
 I installed a Safe-T-cut also. I'm still not too certain about the pros and cons of earthing over circuit breakers though; I suppose that the fact that the system isn't earthed isn't solved with a circuit breaker, but it does save your life. When you turn it back on again, the problem will still reoccur.
