I believe Thais do understand red means stop. However most object strongly to being ordered to do something, particularly something new.

With anything new must come enforcement. Beat it into them with massive fines. They'll learn eventually.

Thailand needs to be careful that when they stop a group of people from visiting, they do not stop turist dollars.

Being a Gun culture American, shoot everyone that has sex with a 16 year old.  Abusing Children is something to be stopped.

What to do about Thai's that have fake ID showing them as more than 16?  I do not know, seems like the monger is screwed.

For a start prostitutes have to be 18+, and supposedly 20+ to work in bars.

I have committed adultery once in life, this was when a woman used her maiden name, and completely different 1st name when with her husband (Barbara instead of Elaine).  I did not go back for seconds even though it was offered. 

I have never cheated on a wife/girlfriend, and am not going to start now.
